19 of the Russian's 21 victories have been earned on hard courts
A revitalized Medvedev secured his maiden title for nearly 30 months with success over Frenchman Moutet in the tournament final.
Medvedev, a former world number one, has experienced a torrid season, winning just one match at the Grand Slams and suffering a setback at the American major.
Medvedev's unpredictability on the ATP Tour - and issues with his serving in specific - led to him falling of the world's top 10 and ultimately parting ways with long-term coach Cervara.
Now training with Thomas Johansson and Rohan Goetzke, the tennis star has gradually advanced in the past month - culminating in a closely contested three-set win over challenger Moutet.
It is the player's initial trophy following the Rome competition and initial on a hard surface since spring of 2023.
Victory also signifies Medvedev has won 21 victories at twenty-one distinct events.
"This marks the first occasion I'm at a tournament with my both daughters together, so to win a championship is really nice," stated world number 14 the champion.
"This victory is in honour of my second daughter my daughter, because the maiden victory I won when my first daughter my daughter was born was for her."
The athlete, the 2021 US Open champion, had lost his past six finals, including in Halle in the past months.
The player's retrieving play style and regular outbursts on the tennis court had led observers to doubt if his capacity to perform at the top level was concluded.
Yet the athlete has implemented adjustments in the past month, making an effort to approach the net and perform assertively, reinforced by an better service.
The champion came back from a disadvantage in the first set against the challenging Moutet, taking four of the concluding five exchanges to go ahead.
The competitors swapped break points in the middle set before Moutet, bidding for his maiden professional victory, gained dominance to push for a final set.
Moutet defended 4 initial break points in a tight third set before the champion won the break to 15 to secure the win.
Fittingly, the winner earned victory with a rally at the front of the court, with Moutet incapable to handle a shot after over two and a half hours.
