The pace bowler has secured 309 Test scalps in 71 five-day games with an stellar bowling average.
Australia's selection chief Bailey has stated that pace spearhead Cummins will play a "major part" in the upcoming Ashes series.
Speculation had been growing that the 32-year-old might be unavailable due to a ongoing back issue that was still troubling him.
Earlier indications from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the extended contest kicking off on the 21st of November in Western Australia.
He revealed that the captain is progressing and felt positive about the likelihood of being involved.
"It's clear that the clock is ticking and multiple considerations around that, aside from the physical problem, but further aspects," he commented.
"The outlook is good. There's strong faith that he's going to play a major part. With luck from the opening match. If not, then we'll pick it up."
Injury History
The captain missed the white-ball matches against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a lower back issue.
He has a history of recurring issues, with flare-ups in several earlier campaigns causing him to miss several home seasons in a short span.
He emphasized he would be bold in recovery efforts in his rehabilitation process to secure his spot for the Ashes.
The selector indicated that it was unclear if he had started his bowling workouts as part of his recovery but admitted it was "pressing" for him to recover fully for the initial match.
Contingency Plans
Should Cummins not be fit, veteran batsman Smith will take over the captaincy.
Versatile player Green was recently pulled out from the ODI lineup for their limited-overs matches against the subcontinent side as a precautionary measure because of soreness in his side.
The selector characterized it as a "slight concern and stated that he's scheduled to appear in the state-level matches, so will be "in a good place to deliver overs."
"Extensive planning has gone into creating the schedule for him to take part for the initial game as an batting and bowling option," the selector detailed.
"Originally, he'd only feature in the first two ODIs regardless. The way he swings the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we just made the decision to take a cautious route."
